District Foundation Committee

District 7980 Rotary Foundation Committee Chair (“DRFCC”): John M. Leask II (Mac), PDG, PRRFC, Rotary Club of Fairfield:

The Chair of the District 7980 Foundation Committee is responsible to the District Governor for managing and coordinating all Foundation Committees and for carrying out duties as assigned by The Rotary Foundation.

Foundation Area Reps

Chair-Foundation Area Reps Committee; Richard B. Benson (Rick), PDG, Rotary Club of Westport:

The Foundation Area Reps Chair Works with the District Rotary Foundation Committee Chair while coordinating the activities of the below listed Foundation Area Representatives (“FAR”) as the FARs work with the Rotary Clubs in each area that parallel those assigned to the Assistant District Governor (“AG”) network. The FAR supports each Club Foundation Chair and the International Service Chair in each Rotary Club. The FARs coordinate their activity with their AG who works with the Club President. The FAR encourages every Rotary Club to present at least five Foundation programs each year, encourages the involvement in Foundation Programs by Club Rotarians, supports the Rotary Foundation activities of the Rotarians in their Clubs, encourages Rotary Club leaders to attend Foundation training seminars and events, facilitates communication between Rotarians and each District Foundation Committee and Sub-Committee, as well as publicizing grant and significant Foundation activity to other District Rotary Clubs, and the FARs should summarize the results of significant Club activities funded by the Rotary Foundation for the Foundation Public Relations Committee Chair. The Foundation Area Reps Committee Chair reports to the District Foundation Chair.

Grants Committee

Chair-Grants Committee; Colin M. Gershon, PDG, Rotary Club of New Haven:

Responsible for promoting the availability of grants, for coordinating and overseeing the activity of the various Grants Committees, for offering and helping with grants training for Rotarians, for certifying Clubs as eligible for grants, and participating in the approval of District Managed Grants and Global Grants with the District Governor and the District Foundation Chair. The District Grants Chair reports to the District Foundation Chair.

Sub-Committee Chair-Grants Stewardship Committee; Robert B. Friend (Bob), Rotary Club of Madison:

Responsible for maintaining a tickler file of due dates for reports on all open grant projects, proactively reminding project chairs and of report due dates, encouraging filing of the reports in a timely fashion, securing copies, reviewing all such reports, verifying their completeness, seeing The Rotary Foundation receives interim and final reports in a timely fashion, collecting and providing copies of reports, documents, and correspondence related to closed grants to the District Foundation Audit Committee and/or auditors and maintaining them for TRF in accordance with the Terms and Conditions of such projects. This Sub-committee Chair reports to the District Grants Chair.

Sub-Committee Chair, Global Grants Committee; Frank Michaud, Rotary Club of Ansonia:

Membership includes:
  • Mary Ellen McGuire, Rotary Club of Madison
  • PDG Robert Vossler, Rotary Club of Bridgeport
  • Richard Popilowski, Rotary Club of Milford
Responsible for training Rotarians as to how to apply for a Global Grant, encouraging Clubs to apply for such grants, encouraging clubs to work together on projects where appropriate, supporting and assisting those Clubs applying for Global Grants, and reviewing and certifying as to the completeness of an application for a Global Grant and that the Grant Application meets the Terms and Conditions for Global Grants to the Grants Chair, as well as publicizing grant activity to District Rotary Clubs, and summarizing each approved project for Foundation Public Relations Committee Chair. This Sub-committee Chair reports to the District Grants Chair.

Sub-Committee Chair, District Managed Grants Committee; George J. Markley, Rotary Club of Fairfield:

Membership includes:

Responsible for training Rotarians as to how to apply for a District Managed Grant, encouraging Clubs to apply for such grants, supporting and assisting as appropriate those Clubs applying for District Managed Grants, reviewing and certifying as to the completeness of applications for a District Managed Grant and that the Grant Application meets the Terms and Conditions for District Managed Grants to the Grants Chair, as well as publicizing grant activity to District Rotary Clubs, and summarizing each approved project for Foundation Public Relations Committee Chair. This Sub-committee Chair reports to the District Grants Chair.


Scholarships Committee

Chair-Scholarships Committee; Alan R. Hurst, PDG, Rotary Club of East Hampton:

Responsible for promoting the availability of all scholarships available through the Rotary Foundation and the District Grants Committee, for coordinating and overseeing the activity of the various Scholarship Committees, for helping to train Rotarians as to how to find and recruit candidates, for encouraging, supporting and assisting District Rotary Clubs in recruiting and selecting potential scholarship candidates as appropriate, for organizing and chairing the committee to select finalists from the Rotary Club nominated candidates, for assisting selected Global Grant Scholars with completing and submitting proposals and applications that must be submitted to the Rotary Foundation, for assisting District Grant and Peace Fellowship candidates as appropriate, for collecting required documents and reports required by the District and the Rotary Foundation from those awarded scholarships and for providing copies of them to both the Rotary Foundation Staff and the District Foundation Stewardship Subcommittee Chair, for identifying Colleges and Universities that offer a Masters Degree Program in the six areas of Focus, for posting these sites with the Rotary Foundation as well as summarizing each approved scholarship for the Foundation Public Relations Committee Chair. This Committee Chair reports to the District Foundation Chair.

Sub-Committee Chair, Inbound Scholars Committee; Heather P. Hackley, Rotary Club of North Branford:

Responsible for assisting inbound scholarship recipients, if any, for providing counselors for inbound scholarship recipients, for encouraging scholarship recipients to attend orientation, for getting scholarship recipients involved with Rotary and Rotary Clubs, for providing programs to Clubs as appropriate and for assisting the Scholarship Chair as requested. This Sub-committee Chair reports to the District Scholarship Chair.

Sub-Committee Chair, Outbound Scholars Committee; Dale Moore, Rotary Club of Madison:

Responsible: for assisting outbound scholarship recipients, if any, for providing counselors for outbound scholarship recipients, for encouraging scholarship recipients to attend orientation, for getting students involved with Rotary and Rotary Clubs before they go and after they return including providing programs where appropriate, and for assisting the Scholarship Chair as requested. This Sub-committee Chair reports to the District Scholarship Chair.

Sub-Committee Chair, World Peace Fellowships Committee; David Wolfe (Dave), Rotary Club of Monroe:

Responsible for promoting the availability of both the short term and long term Peace and Conflict Resolution Scholarships available through the Rotary Foundation, for helping to train Rotarians as to how to find and recruit candidates, for encouraging, supporting and assisting as appropriate District Rotary Clubs in recruiting and selecting potential scholarship candidates, for working with the Scholarship Chair to select the interview committee and participating as a member of the committee to select finalists from the Rotary Club nominated candidates, for assisting selected Peace Scholars with completing and submitting applications that must be submitted to the Rotary Foundation, for assisting outbound scholarship recipients, if any, for providing counselors for outbound scholarship recipients in cooperation with the outbound Scholars Committee Chair, for encouraging scholarship recipients to attend orientation, for getting students involved with Rotary and Rotary Clubs before they go and after they return including providing programs where appropriate, for collecting required documents and reports required by the District and the Rotary Foundation from those awarded scholarships and for providing copies of them to the Rotary Foundation Staff. This Sub-committee Chair reports to the District Scholarship Chair.

Vocational Training Teams

Chair-Vocational Training Teams Committee; Nancy W. Riella, Rotary Club of Colchester:

Responsible: for coordinating and overseeing the activity of the various Vocational Training Team Committees and the Vocational Training Team Area Reps, for educating District Rotary Clubs about the Vocational Training Team Program, for encouraging Clubs to consider organizing Vocational Training Teams as part of a Global Grant proposal where outside expertise is critical to a project, for supporting incoming Vocational Training Teams should they visit our District and need support, for training and supporting outgoing Vocational Training Teams should any be organized and need support, and for encouraging Rotary Clubs to organize self-supporting social events that bring together members of a Vocational Training Teams with District Rotarians while they are visiting us and for teams that have returned to our District, for getting Vocational Training Teams involved with Rotary and Rotary Clubs before they go and after they return including providing programs where appropriate. The Vocational Training Team Chair should publicize Vocational Training Team activity to District Rotary Clubs, and summarizing each approved project for the Foundation Public Relations Committee Chair. There are three types of Vocational Training Teams possible. District 7980 will fully fund one Vocational Training Team with $15,000 in DDF and $15,000 in matching World Funds provided it involves an exchange. Separate and distinct from a fully District Funded Vocational Training Team; District Rotary Clubs, may organize a Vocational Training Team as part of their Global Grant proposal where outside expertise is critical to a project. Such a project would be funded in accordance with normal Global Grant Matches including no more than $7,500 in District 7980 DDF. Also other Districts may fund Vocational Training Teams that visit our District for Training if they want training at one of our institutions and that Vocational Training Team Global Grant may or may not include an exchange.

Sub-Committee Chair, District Training Opportunities Committee; Sheryl Shaughnessy, Rotary Club of Fairfield:

Responsible for identifying and building relationships with schools, colleges, universities, healthcare agencies and social service organizations that might provide education and training in the Six Areas of Focus for Vocational Training Teams under the right circumstances on a case by case basis, identifying individuals at these organizations that can serve as contacts, adding institutions to the list of resources available at the Rotary Foundation for Vocational Training Partnerships, as well as educating these institutions about the potential of Vocational Training Teams, including the possibility of organizing such a team in partnership with their staff and Rotarians. This Sub-committee Chair reports to the Vocational Training Teams Chair.

Sub-Committee Chair, Vocational Training Team Selection Committee; DGE Kanayo Rupwani (Rupi), Rotary Club of Naugatuck:

Responsible: for selecting the District Fully Funded Vocational Training Team Exchange Program which must include training a Vocational Training Team that visits District 7980 for training and a team of individuals who travel from District 7980 to the visiting District to help implement the training, for encouraging District Clubs and Rotarians to propose candidates for the District Fully Funded Vocational Training Team Exchange; and for encouraging other Pilot Districts to participate in a Vocational Training Team Exchange as described herein, or to send a team to our District for training that they fund. The Fully Funded Vocational Training Team must include one Rotarian and at least three non Rotarians will be funded with $30,000 including $15,000 in District 7980 DDF and $15,000 in matching funds from the World Fund. Separate and distinct from a District Fully Funded Vocational Training Team, District Rotary Clubs, may organize a Vocational Training Team as part of their Global Grant proposal where outside expertise is critical to a project. Such a project would be funded in accordance with normal Global Grant Matches including no more than $7,500 in District 7980 DDF.

Fund Raising Committee

Chair-Foundation Fund Raising Committee; Ernestine T. Luise (Ernie), PDG, Rotary Club of Derby/Shelton:

Responsible for coordinating the activities of the Annual Fund, Paul Harris Society, Permanent Fund and Polio Plus Committee, for working closely with the District Foundation Chair and the various Sub-Committee Chairs to increase giving in all categories, to recognize those who support our Rotary Foundation, and at year end to assist the District Foundation Chair in encouraging Annual Fund Giving with the Annual Fund Sub-Committee Chair. This Committee Chair reports to the District Foundation Chair.

Sub-Committee Chair, Annual Fund Committee; James R. Lang (Jim), PDG, Rotary Club of Trumbull:

Responsible for working with the Foundation Area Reps and District Foundation Chair to encourage individual Rotarian and Club giving to the Annual Fund, reviewing other Districts’ Annual Fund Campaigns on the internet to find ways to improve ours, and to recognize the giving of individuals and Clubs. This Committee Chair reports to the District Fund Raising Chair.

Sub-Committee Co-Chairs Paul Harris Society; James J. Satterwhite (Jim), Rotary Club of Madison & Phoebe K. Leask, Rotary Club of Fairfield:

Responsible for developing and building the Paul Harris Society, reviewing other Districts’ Paul Harris Society Programs on the internet to find ways to improve ours, recognizing new and existing members of the society, and ensuring that being a Paul Harris Society Member is important and has meaning. This Committee Chair reports to the District Fund Raising Chair.


Sub-Committee Chair Permanent Fund Committee; Barry Levinson, Rotary Club of New London:

Responsible for working with various Rotary resources, the Foundation Area Reps and District Foundation Chair to encourage giving to the Permanent Fund and recognition of those who give. This Committee Chair reports to the District Fund Raising Chair.

Chair PolioPlus Committee; Pamela S, Akins, PDG, PRFCC, Rotary Club of New London:

Responsible for working with the Area Reps, Foundation Public Relations Committee Chair and District Foundation Chair to encourage publicity at the community level about Rotary’s Polio Eradication campaign, to encourage Rotary Clubs to meet or exceed the 200 Million Dollar Challenge by raising funds from the general Public, and to encourage corporations and Foundations to give to Polio Eradication. This Committee Chair works with the District Fund Raising Chair, Foundation Publicity Chair and reports to the District Governor.

Foundation Alumni

Chair-Foundation Alumni Committee; Dawn Pearson, Rotary Club of North Branford:

Responsible for locating, tracking, and maintaining contact with Foundation Alumni, encouraging them to join Rotary, speak at Club and District events, attend District and Club events, providing the Foundation Speakers Bureau Chair with speakers and topics, promoting the availability of Alumni to Clubs, holding an Alumni social event that is self sustaining, maintaining information on alumni and their availability including publishing information in the District Directory as requested by the District Governor Elect and District Governor. This Committee Chair reports to the District Foundation Chair and works cooperatively with the Foundation Committee Vocational Training Chair, Foundation Scholarship Committee Chair and District Membership Committee Chair.


Speakers Bureau

Chair Foundation Speakers Bureau Committee; Carlene Lepre-Roche, Rotary Club of Wallingford:

Responsible for developing Foundation programs that are available for the Club, publicizing them to Rotary Clubs and Rotary Foundation Chairs and Club Program Chairs, proactively encouraging every Rotary Club to have at least five Foundation programs-at least one each quarter plus an extra program during November, and tracking the Foundation programs Clubs have with the help of Foundation Area Reps. This Committee Chair reports to the District Foundation Chair and works closely with the Foundation Area Reps Committee Chair.

Foundation Public Relations

Chair-Foundation Public Relations Committee; Mark S. Graham, Rotary Club of Fairfield

Responsible for developing press releases that can be used by Rotarians and Rotary Clubs, coordinating and developing publicity to Rotarians, Rotary Clubs, their Communities, and the general public about Club, District and International Foundation Activities. This Committee Chair reports to the District Foundation Chair and serves on the District Public Relations Committee as well.

Foundation Seminars

Chair-Foundation Seminars; John M. Leask II (Mac), PDG, PRRFC, Rotary Club of Fairfield:

Responsible for organizing the District Foundation Seminars with the help of the District Governor and the Foundation Area Reps. This Committee reports to the District Governor and works with the Foundation Area Reps Committee Chair and the Foundation Area Reps.

Foundation Dinner

Chair-Foundation Dinner Committee; Sheryl Shaughnessey, Rotary Club of Fairfield:

Responsible for organizing the District Foundation Dinner in November. This Committee Chair works closely with and reports to the District Governor and District Foundation Chair.

District Rotary Foundation Audit Committee

Chair-Rotary Foundation Audit Committee; Eric Zielinski, CPA, Rotary Club of Westport Sunrise:

Membership Includes:
  • PDG Henry Scopp, CPA, Rotary Club of Devon Rotary
  • Ed Pikaart, Jr, CPA, Rotary Club of North Branford
  • Richard Pavano, CPA, Rotary Club of West Haven
The District Rotary Foundation Financial Management Plan, its implementation, and the use of District Managed Grant Funds and Global Grant Funds must be assessed annually by the District 7980 Rotary Foundation Audit Committee. The Foundation Audit Committee is composed of at least three active Rotarians who are independent and financially literate, each of whom is a member in good standing of a different club in the district, and at least one of whom is a current district officer and one of whom is a past district governor. No member of the District 7980 Rotary Foundation Audit Committee may be a member of the District Governor’s Club or the District Foundation Chair’s Club. The committee must have at least one member with professional accounting and audit experience.
